As part of the Cultural and Creative Industries (CCI) Development Project of the Indian Ocean Commission (IOC), funded by the French Development Agency (AFD), HYDEA is launching a Call for Expressions of Interest (EOI) to identify organisations capable of taking responsibility for the management and long-term sustainability of Kiltir.org, a digital platform showcasing the cultural and creative industries (CCI) across the Indian Ocean region.
Kiltir.org promotes creative talent and professionals across the Indian Ocean region, facilitates networking among CCI stakeholders, and raises awareness of events and opportunities for professionals working in the cultural sector.
Interested organisations (associations, companies and other entities) are invited to provide information on their professional networks and regional contacts, their experience in network coordination, editorial content production and digital platform management, the human resources they could mobilise, and their vision and proposed approach to ensuring the platform’s long-term sustainability. At this stage, neither a detailed technical proposal nor a comprehensive preliminary budget is required.
Following this Call for Expressions of Interest, shortlisted organisations may be invited to participate in a second consultation phase through a competitive tendering procedure. Participation in this EOI does not constitute any contractual or financial commitment.
Expressions of Interest must be submitted by 20 November 2026.
