Regional Plan for the Development of the Cultural and Creative Industries

Comoros, France-La Reunion, Madagascar, Mauritius, Seychelles, and Mozambique

Technical assistance for the implementation of the Regional Cultural and Creative Industries Sector Development Programme in the Indian Ocean Countries (Comoros, France-La Reunion, Madagascar, Mauritius, Seychelles) and Mozambique. The project has a distinctive feature: promoting gender equality. The objective is to strengthen the cultural and creative industries sector in the countries covered by the programme through the valorisation of cultural heritage assets, institutional support to national authorities, greater involvement of the private sector and civil society, training of operators, and networking and mobility activities.

The project aims to enhance the tangible and intangible heritage of the Indian Ocean. The first stage of the assignement involves the creation and valorisation of an inventory of traditional architecture, support to digital production of multidisciplinary works and a plan to foster female entrepreneurship in the cultural tourism sector. Copyright issues and their effective management are also addressed at this initial stage.
The second stage concerns the support to cultural initiatives and the promotion of a diversified cultural offer. To carry out this task, the project is financing co-creation activities in the performing arts sector, and fostering mobility among the region. Innovative and promising sectors such as digital arts and e-sports are particularly favoured.
The third stage is focused on capacity building, with training courses for operators in the CCI. The certificates or diploma cultural issued are meant to pave the way to professionals in cultural entrepreneurship, cultural management, heritage, museology, etc. The overall aim is to strengthen the skills of cultural operators, so that they could better seize funding opportunities.
