State Road no.38 “dello Stelvio” – Bypass Road on Viaduct, Railway Overpass, and New Connections to the Local Road Network

Design of the new Sondrio bypass road.
The International Olympic Committee has awarded the Italian bid of Milan-Cortina d’Ampezzo the 2026 Winter Olympics, during which key competitions will be held in several municipalities of Alta Valtellina. The road under the jurisdiction of ANAS S.S. n. 38 ‘dello Stelvio’, functionally classified as a first-level regional road (R1), is a critical infrastructure for accessing the ski resorts involved in the Games.
Among the main traffic bottlenecks still affecting the S.S. 38 is the junction in the Municipality of Montagna in Valtellina (SO), located at the level crossing of the Sondrio–Tirano railway line.
To ensure adequate accessibility to the Lombardy venues of the Winter Olympics, it is therefore necessary to define a new crossing of the Sondrio–Tirano railway line along the S.S. 38 ‘dello Stelvio’, either as an alternative to or replacement for the existing level crossing at km 40+700.
The ‘S.S. 38 – Tangenziale Sud di Sondrio’ project is thus one of the strategic works aimed at ensuring the sustainability of the Milan-Cortina 2026 Winter Olympics. It is essential for improving access to the competition sites and will serve as a lasting and meaningful legacy for the region.
