Confucius and Mencius Cultural Heritage Conservation & Development Project

In its capacity as Project Management Consultant, HYDEA was responsible for providing project implementation support and improving the capabilities of the Executing Agency and relevant line agencies in their planning, design and implementation of cultural heritage preservation activities, historical city regeneration, and infrastructure upgrading.
The team of consultants was also in charge of assisting Shandong PPMO in drafting a management plan for the Confucian sites in Qufu, inscribed on the World Heritage List.

In Shandong, most cultural heritage sites and historical walled cities are in a state of decay, due to structural and non-structural maintenance backlogs.
A number of unique cultural heritage assets in the historical cities of Qufu (home to the World Heritage Site of Confucius’s Temple, Cemetery and Family Mansion) and Zoucheng are still standing, but many are running the risk of collapse. Other historical buildings have been demolished and poorly rebuilt, without effective planning and sub-standard construction  and/or development control. In addition, signage, interpretation, and displays are inadequate and do not facilitate visitor orientation or appreciation of such great cultural heritage.
As a result, the urban environment in the historical cities does not provide decent living conditions for local residents and is also unattractive to the tourists.
Therefore, the aim of the project was to assist Shandong Province to enhance cultural heritage conservation, improve tourism management and development in Qufu and Zoucheng through:
(a) the conservation of cultural assets, adaptive reuse and presentation;
(b) the upgrading of historical cities;
(c) income generation and capacity building for the community;
(d) planning and management of historical cities and their cultural assets.
